HENFIELD VILLAGE APPRAISAL 2001
CHAIRMAN'S STATEMENT
The Henfield Village Appraisal 2001 has been completed and copies are available on the internet, or from the Parish Council office. I would like to thank all Henfield residents who completed the survey form; I was delighted at the very high percentage of returns.
The preparation of the appraisal document was carried out by a small Sub Committee of Parish Councillors and Volunteers from the village. Thank you very much for all you efforts; I am sure you will all be pleased with the returns and outcome.
APPRAISAL REVIEW
It is over 10 years since the last Henfield Appraisal took place. This new Appraisal is an attempt to record, yet again, the historical changes that have taken place over the last decade in the ordinary, everyday life of Henfield as well as its growth and demographic changes which have taken place in its population. In addition, and of more importance, we are trying to identify essential future needs and possible problems to furnish current and future Parish Councillors with a document of reference to provide a basis upon which a meaningful policy can be measured.
Clearly this is not an exact science as Henfield is a microcosm of a vast population living in a relatively confined space and is subject to huge forces within that population. Henfield probably hardly changed throughout the 18th and 19th centuries whilst the 20th century did produce change, not only because of the momentous wars of that century, but also with a steady and sustained increase in the population in the south-east of England. More recently (over the last 40 years) we have seen the decline in all forms of agriculture and particularly the almost total demise of Henfield`s agricultural and horticultural strength which was based on the rich Greensand soils. Coupled with this we have seen the massive growth of population in the south coast towns (e.g. the City of Brighton & Hove) and its attendant service industries, everything from education to financial while, to the north a huge growth in aviation and its attendant services coupled to the major new town of Crawley.
Clearly these economic engines affect Henfield and now sustain its economic well-being. However, this is not the complete story. There is still a strong layer of financial independence within the Parish.
Before drawing any conclusions as to whether Henfield is a true reflection of any village or small town in Britain, one of the most telling statistics revealed in the Appraisal is that 80% of householders are over the age of 25 years. Clearly the young move out of small towns and villages in Britain. Henfield has only 4.1% of the population between the ages of 18 and 24 years. Higher education and work clearly take this sector of the family away to all parts of the UK, leaving their parents in situ.
Statistics demonstrate the value of a Village Appraisal. Clearly every club, organisation or village institution will want to refer to the pie charts and statistical analysis to measure their policy decisions whilst shopkeepers and businesses within the village can draw conclusions on the services they provide. The information contained in the statistics is superior to random sampling and can be relied upon by Councillors, politicians and local Government officers as serious and authentic information.
The questionnaire was considered large and there is a correlation between size and return. Henfield, as usual, produced the goods. A return of just under 40% was one of the highest in the District, if not the highest.
The cost of obtaining this volume of information is modest with both County and District Councils supplementing the Parish contribution.
In conclusion, interpretation of the statistics will encourage debate. This is healthy for village life and will stimulate interest in the place and the conditions of where we reside. It is interesting to read and in 200 years time it could form the basic research for a television programme of life in a Sussex village in the year 2001!! No doubt over the next 10 years it will be referred to in order to make a point or even provide the information for major decisions on planning, public opinion and the precious environment of Henfield. You are the custodians of this beautiful village, and it is hoped you will all form strong opinions on your environment helped by this documentary evidence.
